Supporting Friends of the Dallas Public Library Means Supporting Your Community

The proposed biannual budget from the City of Dallas includes a $4.5 million funding decrease for the Dallas Public Library over the next two years. A decrease in funding will impact service quality, including the closure of up to 5 branches total. We know for certain that the Skillman Southwestern Branch is proposed to be closed, and it is likely that an additional four branches would be closed, which would impact every region of our City including well-loved libraries in the north, south, east and west sectors of Dallas.


In 2010, the City of Dallas severely reduced the library's budget. It took until FY 2018-19 to restore the library’s budget to its previous 2008-09 funding levels, and with inflation, our service level was never restored. If we allow the City to decimate the library budget again, it will be extremely difficult to regain those budget dollars in the future.

What is in the Budget Proposal?

  • Consolidation of duplicative service to unhoused patrons, including the sunsetting of the library-specific Homeless Engagement Initiative (3 positions)
  • Optimization of staffing in Literacy & Job Readiness (2 positions)
  • Consolidation of Central staff (5 positions)
  • Closure of Skillman Southwestern Branch Library (8 positions)
  • Various savings in:

  1. Underutilized electronic databases
  2. Security contract adjustment to accommodate enhancement 
  3. Contractual savings

Total Budget Savings: $1,906,930

  • The creation of a library regional model. The plan includes the closure of up to four branches and the reallocation of staff positions to support extended hours at designated regional branches to seven day per week service

TALKING POINTS

The Friends of the Dallas Public Library supports retaining the FY24-25 budget levels for the library, and advocates for the Skillman Southwest Branch to remain fully funded in this current biannual budget.

The proposed budget cuts of just under $5 million are a mere 0.02% of the overall general fund budget and a 0.0009% of the total budget, but represents a devastating loss to our library system of five branches. These branches will be closed throughout the City, destroying our library system as we know it.


This budget season was a referendum on public safety. Closing library branches and underfunding libraries make our City less safe. A study conducted of libraries in Kansas City, MO found, “Our results show that public libraries may reduce crime within its nearby proximity; in particular, we find within the nearby proximity of the library; there is a substantial reduction in frequency of burglaries, vandalism, robberies, fraud, and assaults.”


Yes! Libraries are drivers of economic development and growth. A 2022 Brookings Institute study found that cities that invested in quality-of-life amenities like libraries, parks and arts experienced higher population and employment growth.


Dallas has historically underfunded libraries. Of our nine peer cities, Dallas ranks 6/9 in spending per capita at just $28.90/resident, whereas our highest per capita spending peers $67.29/resident in Austin and $55.28/resident in Detroit. Dallas residents deserve better.


In summary, if we want a wonderful city for our residents to live in, to attract new families and workers, and to create a culturally rich, vibrant community, we must invest in our libraries and we must do it now. This costs the city little but creates incredible gains for our community.
